Saving Money in Retirement: A Guide for Arizona Seniors

Living on a fixed income doesn’t mean you have to watch your money slip away to forgotten subscriptions, rising utility bills, and charges you never agreed to. Arizona offers real, practical help, and much of it is free. This guide walks you through the best tools and programs available, who qualifies, and exactly where to go to get started.

Take Control of Subscriptions, Phone Bills, and Surprise Charges

Small monthly charges add up quickly. A streaming service you tried once, a magazine that renewed on its own, a phone plan built for someone half your age. The good news is that finding and stopping these charges is easier than ever.

Start With What You Already Have

Before signing up for anything new, take a look at the tools already in your hands. Your bank and credit card apps can send you an alert every time a charge goes through, which makes it easy to spot anything unfamiliar. If you use an iPhone, open Settings, tap your name, and select Subscriptions to see everything billing you through Apple. On Android, open the Google Play Store and look under Payments and Subscriptions. This simple monthly check costs nothing and keeps your account information private.

Rocket Money

If you’d like a little help, Rocket Money is a popular app that connects to your bank and card accounts, finds your recurring charges, and can cancel unwanted subscriptions for you. A free version lets you see your subscriptions, while the Premium version, priced on a pay-what-you-choose scale of roughly $7 to $14 a month, handles cancellations on your behalf. One word of caution: the app’s bill negotiation service keeps a sizable share of whatever it saves you, so read the terms before agreeing. And if you signed up through your phone’s app store, cancel there, because deleting the app alone won’t stop the billing.
Who qualifies: Anyone with a smartphone or computer and online banking.

Senior Cell Phone Plans

Your phone bill may be one of the easiest places to save. Most major carriers offer plans designed for customers 55 and older, and companies like Consumer Cellular build their entire service around seniors. Pull out your current bill, compare it to a 55+ plan, and you may be pleasantly surprised.
Who qualifies: Usually age 55 or older, sometimes with a limit on the number of lines.
Learn more: Visit your carrier’s website or local store and ask about 55+ plans.

Lifeline Phone and Internet Discount

Lifeline is a federal program that takes up to $9.25 off your monthly phone or internet bill. Each household may receive one discount. Please note an important change: starting December 1, 2026, Lifeline will no longer support voice-only phone plans. If your Lifeline plan is phone-only, call your provider now and ask about switching to a plan that includes data or internet so you keep your discount.
Who qualifies: Households enrolled in programs such as SNAP, or with income at or below 135 percent of the federal poverty guidelines.

When a Company Won’t Let You Cancel

You have every right to stop paying for something you no longer want. If a business makes canceling difficult or keeps charging you after you’ve canceled, Arizona’s Attorney General wants to hear about it. Arizona lawmakers have also been working on new protections that would require companies to let you cancel the same way you signed up and to remind you before an annual renewal.

Arizona Programs That Lower Your Everyday Costs

Arizona is a wonderful place to retire, and the state backs that up with programs that help seniors keep more of their money for taxes, utilities, health care, and groceries.

Property Taxes

Senior Property Valuation Protection, also known as the Senior Freeze

If you own your home, the Senior Freeze can lock in your home’s taxable value for three years at a time, protecting you from increases driven by rising home values. You can renew it every three years as long as you continue to qualify. Keep in mind that it freezes the value of your home, not the tax rate itself.
Who qualifies: Homeowners age 65 or older who have lived in their primary residence for at least two years. For 2026, total household income must be at or below $47,712 for one owner or $59,640 for two or more owners, and Social Security counts toward that total.
When to apply: Applications are accepted through your county assessor and are typically due by September 1 each year. The 2026 window has closed, so mark your calendar for early 2027.
Learn more: Contact your county assessor and ask for form DOR 82104. Cochise County residents can visit https://www.cochise.az.gov/assessor

Property Tax Refund Credit, Form 140PTC

This credit returns up to $502 to qualifying seniors, and it’s available to both homeowners and renters.
Who qualifies: Arizona residents 65 or older, or those under 65 who receive Supplemental Security Income. Income limits are quite low, so review the form instructions to confirm.
When to apply: By April 15 each year.

Increased Excise Tax Credit, Form 140ET

This smaller credit provides $25 per person, up to $100 per household, and you can claim it even if you don’t normally file a tax return.
Who qualifies: Arizona residents with limited income.

Income Taxes

Arizona does not tax Social Security benefits, and the state uses a flat 2.5 percent income tax rate, one of the friendliest arrangements in the country for retirees. And when tax season arrives, you don’t have to pay someone to file for you.

AARP Foundation Tax-Aide
Trained volunteers prepare and file your federal and Arizona returns for free, with a focus on older adults with low to moderate incomes. Sites open around February each year and run through mid-April.
Who qualifies: Everyone is welcome, with special attention to those 50 and older.

Utilities

Arizona summers are hard on electric bills, and these programs are designed to ease that burden.

LIHEAP and Power AZ

These two state programs help pay electric and gas bills, and a single application covers both. Power AZ, launched in 2026, opens the door to many households that earned too much to qualify for help in the past. Assistance can reach up to $640 a year, with additional crisis help of up to $500 for those facing a shutoff. Funding is limited and awarded first come, first served, so apply early.
Who qualifies: Based on household income. If you already receive Nutrition Assistance or Cash Assistance from DES, you automatically meet the income requirement.

APS Energy Support Program

APS customers who qualify receive a 25 percent discount, up to $95 off each month, or a 60 percent discount, up to $165 off each month, depending on income. APS also offers crisis bill assistance of up to $1,000 a year.
Who qualifies: Households with gross monthly income at or below 200 percent of the federal poverty guidelines.

Other Utility Providers

TEP, SRP, Southwest Gas, and rural electric cooperatives each offer their own discounts for income-qualified customers. A quick phone call to your provider is well worth your time.

Cooperative members, including SSVEC customers in Cochise and Santa Cruz counties, should call their co-op directly.

Health Insurance and Medicare

Arizona SHIP, Free Medicare Counseling

Medicare choices can feel overwhelming, but you don’t have to sort through them alone. SHIP counselors offer free, unbiased, one-on-one help comparing drug plans and Medicare Advantage plans. They don’t sell insurance, so their only goal is helping you find the best fit. Medicare Open Enrollment runs through December 7, which makes right now the perfect time to call.
Who qualifies: Anyone on Medicare, along with family members and caregivers.

Medicare Savings Programs through AHCCCS

These programs pay your Medicare premiums and, at the lowest income level, can also cover deductibles and copays. Arizona has no asset limit for these programs, so your savings and home won’t count against you.
Who qualifies, based on 2026 monthly income:
QMB: $1,350 for an individual, $1,824 for a couple
SLMB: $1,616 for an individual, $2,184 for a couple
QI: $1,816 for an individual, $2,455 for a couple
Bonus: Qualifying for any of these programs automatically enrolls you in Extra Help, which lowers your prescription drug costs.
